Job Description

Administers the preparation of federal, state and local tax returns in accordance with tax laws and regulations and initiates the making of payments, elections, and files returns on a timely basis as required by the tax laws. JOB RESPONSIBILITIES:

1. Directs the implementation of tax modules in programs designed by Systems for the production of accounting data and operating results. The complexity of the tax structure requires an active involvement with any system which incorporates tax calculations or generates data for tax calculations.
2. Directs the preparation and review of the federal and state/local tax return for all assigned enterprise companies. Tax areas include life and property/casualty insurance, C Corporation, international and tax-exempt organizations.
3. Coordinates all federal and state/local tax audits. Provides research for use in negotiated settlements for the most advantageous position for the comapny. Tax areas include life and property/casualty insurance, C Corporation, international and tax-exempt organizations.
4. Reviews analysis and reports. Manages legislative workload with existing compliance and planning. Develops personnel in the area of legislative activity. Tax areas include life and property/casualty insurance, C Corporation, international and tax-exempt organizations.
5. Advises the various accounting departments in the enterprise of the proper tax reporting policies of financial data and advises on record maintenance for tax purposes.
6. Interacts with other departments to provide guidance from a tax perspective for federal and state/local tax filing and review of documentation for examination by the IRS and other authorities.
7. Determines work assignments for the development of the tax provision for statutory and GAAP reports. Builds teams to support the reporting processes. Responsible for developing staff understanding of accounting as well as tax law. Resolves tax issues with accounting and/or financial auditors. Reports on Sarbanes Oxley controls. Authorizes tax payments and intercompany settlements. Tax areas include life and property/casualty insurance, C Corporation, international and tax-exempt organizations.
8. Analyzes the impact of federal taxes on the current direction of the assigned enterprise companies. This includes analysis and evaluation of the current and proposed tax law on the tax status of the companies as calculated from the current financial statements. This information is used as a base for the evaluation of the tax posture in the one-year operational and five-year strategic plans for operations and investments.. Tax areas include life and property/casualty insurance, C Corporation, international and tax-exempt organizations.
9. Works with senior management in evaluating current and proposed business transactions by incorporating the tax impact in the analysis. This requires a review of all acquisitions, divestitures, inter-company transactions, and reinsurance agreements. Tax areas include life and property/casualty insurance, C Corporation, international and tax-exempt organizations.
10. Directs associate management including: performance management, salary planning and administration, training and development, workflow planning, hiring and placement, and disciplinary actions.
11. Performs other related duties as assigned.

JOB REQUIREMENTS:

• Undergraduate degree with studies in tax, law or accounting. Progress towards Master in Taxation. CPA or JD desired
• Minimum of eight years in insurance tax field for a life or multi-line insurance company, public accounting firm or law firm. Six years tax management experience.
• Knowledge of federal and state/local tax law. Knowledge of statutory and/or GAAP accounting. Knowledge of modeling and tax systems. Knowledge of research techniques.

Knowledge of agricultural practices and crop and livestock production.  Ability to demonstrate analytical skills in completion of projects and assignments.  Strong verbal, written, analytical, and interpersonal skills.  Actively pursuing status as a state certified general real estate appraiser.  Must have the ability to complete at least 300 hours of Ag Credit approved professional education provided by a recognized national appraisal organization or the equivalent.  Must be able to perform at least 3,000 hours of supervised experience in at least 30 months plus successfully complete the state certified general real estate appraiser examination. Knowledge of agricultural lending, appraisal, and real estate principles and practices.  Must have the ability to travel and visually inspect land, permanent planting and buildings.  Proficient with Microsoft Office products and calculator.  Demonstrated ability to organize and prioritize work to meet deadlines, with the ability to adapt within a changing environment.

 

Base location is Huron County area.  Position covers Erie, Huron, Lorain, Sandusky, Seneca and Ottawa counties.

Assists in the supervision of the day-to-day activities of the office clerks performing one or more of the following operations: pre-canvass correction, postal corrections, sorting, batching for transcription, questionnaire check-in, coverage edit, telephone follow-up, re-interview, questionnaire assistance, and coding. May also supervise payroll, personnel, inventory, recruiting or supply management for LCO employees. Supervises the routine clerical tasks required in the collection, control, review and reporting of personnel and payroll data. Responsible for the data capture of recruiting and payroll and personnel forms.

 

Maintains the flow and quality of completed work by monitoring work status and making adjustments to expedite production.

 

May also supervise recruitment affairs such as contacting communities, churches, formal organizations, state and/or local employment offices, etc., to publicize census job opportunities. Coordinates the activities of the office clerks assigned to the technical processing operations; spot checks work and reviews the results of systematic quality controls to assure specific levels of quality are being met.

 

May work with the assistant manager with the selection of qualified person(s) for each office clerk position, and assignment to specific office operations. Responsible for applying Equal Employment Opportunities (EEO) in the local census office.

Field Operations Supervisor (FOS):

Michigan, Ohio, West Virginia

($13.75/hr-$19.50/hr location dependent)

 

Oversees the activities of the field personnel.

 

May be required to schedule and administer testing of job applicants for positions in the office.

 

Completes the appointment process for crew leaders and enumerators (as needed) during training sessions.

 

Instructs trainees on completion of appointment documents and administers the Oath of Office, making trainees employees of the Bureau of the Census.

 

Conducts individual and group training sessions for crew leaders using verbatim training guides in field operation procedures, supervision, and administrative responsibilities.

 

Delivers enumeration and training materials to crew leader and enumerator training sites.

 

Assists in determining crew leader districts, completes administrative forms, and handles supplies and training materials to crew leader and enumerator training sites.

 

Reviews and certifies payroll forms.

 

Monitors progress and performance of operations in his/her district and provides suggestions to crew leaders for improving production and performance to assure that field deadlines and quality standards are met.

 

Makes recommendations for overtime for the crew leaders and enumerators within their supervision.

 

Supervises crew leaders during listing and enumeration operations.

 

Makes and approves recommendations for disciplinary action up to and including termination for crew leaders and enumerators.
